Job Description

Overall Role Purpose: Senior HSEQ Manager
My well known civil engineering client is involved in major infrastructure projects throughout the UK and abroad, and is looking to bolster their safety team with a Senior HSEQ Manager. The candidate will lead the HSEQS requirements on projects, and facilitate compliance with legislative, corporate and other requirements in relation to HSEQS, and manage activities related to the implementation, development and maintenance of the IMS.

Key Accountabilities:

 Senior Management representative for Health, Safety, Environmental, Quality and Sustainability
 Competency and performance of HSEQS staff.
 To ensure that the requirements of HSEQS are being applied on site and administrative offices by means of inspection, audits and meetings.
 Monitoring and facilitating compliance to the HSEQS Management Systems and the requirements of BS OHSAS 18001:2007, BS EN ISO 9001:2015 and BS EN ISO 14001:2015
 To provide information, training, instruction and task specific advice to operational and managerial personnel.
 Training and induction of staff into the documented HSEQS Management Systems.
 Raising HSEQS awareness throughout the business.
 Co-ordinate and complete internal Health & Safety planning meetings, inspections and audits.
 Contribute to the review and revision of HSEQS policies, plans, documented procedures and forms.
 Facilitate the production of HSEQS related performance information, including but not restricted to corporate objectives.
 Promote innovation and continuous improvement.
 Provide Leadership in promoting all HSEQS initiatives to personnel.
 To lead accident/incident investigation and implementation, supporting project investigation to ensure timely reporting and implementation of effective improvement / preventative measures.
 To provide assistance to Business Development for HSEQS aspects of pre-qualification questionnaires and tenders.
 Be an active member of the Group HSEQS Leadership Team.

KEY OBJECTIVES

 Ensure HSEQS staff and systems work in a collaborative manner to meet goals.
 Support the training and development of HSEQS staff, engaging in PDRs.
 Support HSEQS staff in their understanding and implementation of corporate managements systems.
 Completion of Health & Safety planning meetings, risk assessments, inspections and audits.
 Ensure stakeholder requirements are identified and implemented on projects (e.g. corporate, client, community and regulatory requirements).
 Liaise with regulatory bodies as required.
 Complete on-the-job HSEQS training as per project requirements.
 Induct staff into documented procedures and assist in development of induction procedures.
 Ensuring project related HSEQS information is uploaded to Workspace.
 Assist in ensuring all relevant HSEQS legislation, codes of practice or guidance documentation is accessible and understood by all employees.
 Promote continuous development of HSEQS Management Systems.
 Provide accurate advice and aid in ensuring employees participate in the maintenance of a proactive management systems culture.
 Establish topics for themed audits, including audits of functional departments, according to HSEQS reporting trends, existing activities and risks.
 Ensure conformance to corporate audit frequencies or programmes.
 Promote best practice, using internal and external research. Ensure this is communicated through the business.
 Effectively prioritise tasks, managing time and workload to maximise completion of the above objectives.


Required Qualifications / Expertise:

 Experience of health & safety, environmental & quality management in construction with relevant technical qualifications (e.g. Diploma, NEBOSH) and memberships (e.g. IOSH, IEMA, CQI)
 Experience in the Civil Engineering sector
 Experience in the application of management systems.
 An understanding of the requirements of BS OHSAS 18001:2007 and experience in facilitating registration surveillance visits.
 A working knowledge of current and impending HSEQS legislation.
 Good interpersonal skills with the ability to guide and educate/train at all levels.
 Good presentation, written, analytical and IT skills
 Self-confidence to build strong working relationships internally and externally.
 Demonstrable achievement in a similar role.
 Leadership skills to promote and drive compliance and improvement in the HSEQS performance, systems and processes.
 Demonstrable experience of completing internal and second-party audits.
 A qualified 9001, 14001 and 18001 Lead Auditor (desirable)
