Procurement Programmes IPT Lead
Job Description
An interesting and unique role has become available for a Functional Lead for Procurement & Supply Chain (P&SC) within the Integrated Project Team (IPT) for production and customer support programmes.
As owner of the Procurement Budget, and accountable as the Business Manager for P&SC activity, the P&SC IPT Lead works in collaboration with the IPT, and with the P&SC Departments, to deliver all material related requirements to cost, schedule and quality, to meet the contractual and business requirements of the programme(s).
Key Responsibility Areas
Key responsibilities may include all of the following:
PRE - CONTRACT
*Accountable for supporting the business in the acquisition of future contracts by working in conjunction with the Bids Team and PM, Engineering, Manufacturing Engineering and Operations, to define material requirements, develop and coordinate P&SC inputs to bids and proposals, and establish a credible and achievable programme.
*Work collaboratively within the IPT to define an appropriate Integrated Management Schedule and Work Breakdown Structure for P&SC activity with fully aligned budget (both Non Recurring and Recurring Costs), including the definition of any pre contract material requirements (AP sanction or stock).
*Construct a Procurement and Cost Plan that is compatible with programme milestones, schedules development and PO placement requirements against the contract schedule, and sets cost targets against budget.
CONTRACTED PROGRAMME:
*Accountable for the P&SC interface with the other functions within the IPT (Programmes, Engineering, Operations, Finance, Customer Support, Configuration Management, Business Group).
*Responsible for Identifying and communicating the procurement requirements for each programme and establishing the inputs required from each of the IPT functions to enable implementation by P&SC to meet schedule and cost.
*Accountable for integrated planning of material requirements through the setting of scope against schedule and cost targets along the development, qualification and production phases including NRC and long lead time priorities.
*Develop strategies with the Procurement Teams to ensure the make/buy decisions of the bid are adhered to, and drive the timely procurement of external supplies to meet programme schedules, budgets, data and export licencing requirements, reporting and managing any variance.
*Identify and manage supply chain risks and drive resolution or mitigation action with Procurement Managers and the IPTs, allocating Management Reserve funding where appropriate.
*Accountable as the Procurement lead in the company Change Management process, evaluating and reporting potential delays and additional costs, and ensuring that decisions are implemented by the Procurement teams.
*Accountable for the total Procurement Budget for the programme and responsible for the allocation and distribution of the budgets. Define and set cost targets for non-recurring and recurring costs and perform an effective cost management process to constantly monitor both actual and projected cost at completion against budget in accordance with the Earned Value Measurements applicable to each programme.
*Produce and agree with Finance and PM monthly financial returns which explain any variance of forecast out turn cost to budget.
*Responsible for reporting P&SC performance to the function, the IPT and the Line of Business against the assigned budget
Skills, Qualifications & Knowledge Required
*Significant experience in a demanding Procurement/Commercial/Programme Management environment.
*Further Education qualification in a subject either technical or business related.
*Ability to both lead and work within a multi-functional, highly stressed environment (Integrated Project Teams).
*Excellent interpersonal/communication skills (verbal and non-verbal), including the proven ability to influence at all levels, internally and externally to the business.
*Ability to facilitate the resolution of conflict.
*Able to interpret a company strategy and apply it to own area of responsibility without guidance.
*Proven ability to successfully manage multiple priorities and cope with changes in priorities whilst maintaining a positive attitude.
*Proven ability to prioritise own and others tasks and track record of success against Key Performance Indicators.
*Computer literate with the aptitude for working with and analysing large amounts of cost data.
*Detailed knowledge of Microsoft Excel - proven ability to manipulate and organize data from multiple sources to provide solutions to complex problems.
*Ability to continuously identify opportunities and threats and take timely and effective action to the benefit of the business.
*Able to work autonomously and travel in the UK and overseas.
*Knowledge of the company organisation, procurement procedures and company ERP systems (SAP) is desirable
