Pertemps client, a well-known Public Sector organisation based in Edinburgh is seeking to recruit a Payroll Supervisor Clerk of Works on a F/T permanent basis.

Purpose of the role:

You will be a confident and experienced subject matter expert in the field of payroll, benefits and pensions and hold a formal payroll qualification or equivalent experience. You will have sound knowledge and understanding of current payroll and tax legislation, statutory requirements and administration processes associated with the employee life cycle. Promoting best practice in payroll, benefits and pensions, you will ensure that SCTS policy and HR systems and procedures maintain quality assurance levels of a high standard.

Your new role/Duties:
  • Manage the timely and accurate delivery of the monthly payroll and expenses payments
  • Oversee the calculation and submission of timely and accurate returns to HMRC, third parties and our pensions provider
  • Ensure all costing and accounting information is provided to finance colleagues within set timescales
  • Ensure all payroll timetables are followed and business key performance indicators are achieved
  • Ensure all BACS files are created in accordance with the monthly timetables and any errors or anomalies are resolved in line with corporate policies and procedures
  • Manage implementation of the annual pay settlement increases
  • Create and analyse information from payroll systems via appropriate reporting services
  • Liaise with HR Systems Co-ordinator in order to request and appropriately manage in-system changes or upgrades
  • Oversee that payroll related information from Employer Pension Notices (EPNs) is applied to payroll system and procedures as required
  • Oversee that pension information is calculated and submitted to our pension providers by set deadlines; oversee resolution of data issues/ inaccuracies
  • Oversee the annual preparation of the Accounting Officers Certificate
  • Oversee the administration of auto enrolment legislation and processes

You will be able to evidence strong interpersonal skills and the ability to establish constructive relationships with colleagues and stakeholders at all levels providing comprehensive support and guidance to them. You will have wide-ranging problem solving and decision making skills with the ability to draw reasonable conclusions and be confident in partnering with corporate and operational colleagues to resolve sensitive and complex payroll, tax and pension related issues
