Specific Responsibilities To lead the delivery of the Maritime T3E Transformation IDT to deliver: Business commitments in line with the M&L 5 year ISBP The vision for and deliver transformation of the LTPA's Maritime T&E capability through existing investment programmes, the RLTPA unified investment programme and opportunities such as Submarine Acoustic Measurement (SAM) and Maritime Test & Evaluation Capability (MTEC) North & South engaging internal and external stakeholders as appropriate. A step change in customer confidence and relationship management. Key Accountabilities Develop and execute the vision and blue print for the LTPA future Maritime T3E capability to shape customer and QinetiQ stakeholder thinking. Apply programme and change management leadership thinking to deliver transformational outcomes across the Maritime T3E Enterprise. Support and exploit QinetiQ Global Campaigns and capabilities in pursuit of mission led innovation in T3E Deliver complex T3E investment projects to time, cost, quality and customer satisfaction driving coherence with QinetiQ operations and tasking services teams to ensure fit for purpose sustainable capability. Develop and execute capture plans to deliver the key maritime T&E orders to build on current investment plans and deliver the vision Operate in a Safe & Secure manner and embedding culture in line with the QinetiQ values. Annual production of a 5-year Order Intake Scenario (OIS) aligned to the ISBP, and a detailed plan to deliver the 1st year of the OIS. Delivery of the ISBP including delivery of; Foundation Sales Target, Revenue Target, Project Margin Target and Cash Target Driving innovation and growth through submission for Internal Research and Development (IRAD) funding aligned to the OIS and ISBP. Maintenance of up-to-date forecasts (both financial and resource demand) for all foundation sales, contracted customer work and approved investment funding which reflects the up-to-date expectations for the work; plus a rolling 24 month forecast (both financial and resource demand) for the IDT. Ensuring IDT members operate in line with the Operating Framework & functional competency management requirements; and have appropriate personal objectives recorded in the QinetiQ performance management system. Resolving conflicts (including prioritisation calls) within the IDT and collaborating across QinetiQ. Leading the embedding of improvement in the QinetiQ project and programme management function, as agreed with Programme Directors and the PM Functional team. Reporting progress on all accountabilities to Programme Director Experience and Qualifications Track record of delivering complex integrated systems programmes to time and cost across multiple lines of development. Deep domain understanding of the Royal Navy including ship and submarine operations, the associated enterprise, strategic context and UK/US collaboration. Accomplished leader capable of: o creating a compelling vision o coalescing disparate stakeholders to inspire trust and confidence o delivering transformational change that is nationally significant for the UK. Business acumen to overcome strategic challenges, mitigating risks and secure opportunities with a clear focus on on time delivery and building customer confidence. MSP Practitioner qualification with Project Management competence equivalent to IPMA level B (desired) Experience gained, typically rather than necessarily, between 5-8 years of leading a business, projects, programmes, portfolios or IDT function; successful delivery of complex programmes. Experience leading complex programmes to numerous customers. Significant experience of leading teams
