The Head of Investment Portfolio & Governance role is based within our Devonport Royal Dockyard business area.

The difference our new Head of Investment Portfolio & Governance will make
As the Head of Investment Portfolio & Governance, you'll have a role that's out of the ordinary. The Capital planning and site development function is responsible for the planning and development of and reporting on the implementation of facilities, infrastructure and equipment (capital) projects, as a whole portfolio for the Devonport site, to ensure delivery of the Board's infrastructure capability strategies. It provides an important link between the ambitions set out in the Site longer term vision and Plan and the investment in infrastructure that will help turn that vision into a reality. Managing the pipeline / infrastructure programme. The role will have overall responsibility for the investment portfolio and supporting governance.
Day to day, you'll lead on the development and delivery oversight of the investment portfolio to support the site's strategic infrastructure plans and the Capital Investments / financial input includes all funding routes. You'll be responsible for leading the development of and monitoring the execution of the investment plan for the Devonport Site. You'll develop and maintain side-wide procedures, systems and processes for capital financial planning. You'll lead the Investment team in the design, implementation, and ongoing management of the capital planning investment approach to improve facilities for the long term, understanding of customer needs and simplify process and procedures. This is a highly collaborative role, and, in this capacity, the post holder will need to establish trusting relationships with the business's key internal leaders and stakeholders, in order to ensure that there is a free flow of ideas and information and coordinated activity across the business to meet the business objectives and customer programme demands.

Educated to degree level in a technical or business discipline or equivalent suitable experience
Extensive recent and relevant experience in a similar environment/business sector
Extensive experience in a similar business role
Highly skilled in business management and business planning, preparing business cases, and applying investment appraisal techniques
Experience of designing capital financial planning processes within large, complex organisations
Experienced in the creation of budgets and forecasts and demonstrates commercial awareness
Ability to work well with small teams as well as wider groups of stakeholders
