Job Description

Pertemps Scotland Ltd are working with our client in central Edinburgh to recruit for Head of Estates on a temporary basis for around 12 months. The roles are full time.

Role purpose:
Responsible for implementing and maintaining a professional comprehensive Estates and Facilities Management service. Responsible for leading and managing the Estates Team.

Competencies, skills, knowledge and experience required:

Property Portfolio Management:
Building Maintenance:
Develops a maintenance strategy for the property portfolio
Property and Asset Management:
Influences the development of a corporate estates strategy
Develops an operational plan for the use of property and assets

Quality Management and Customer Service
Customer Service:

Leads and manages a customer-centric facilities management service
Develops, implements and evaluates a facilities management customer service strategy
Stakeholder Relationships:
Creates and evaluates relationships with stakeholders, negotiating and resolving conflict.
Influences and enhances relationship[s with stakeholders for mutual benefit.

Finance
Financial Management:
Ensures financial probity
Informs the corporate planning process and evaluates performance against budgets

Sustainability
Environmental Management:
Influences the development of a sustainable environmental management strategy and policy.

Facilities Management
Sector Knowledge:
Understands the changing role, scope and impact of facilities management strategy and policy.

Business Continuity and Compliance
Risk Management:
Develops and evaluates the effectiveness of a facilities management risk strategy in the context risk management policy
Compliance:
Develops and evaluates the effectiveness of facilities management policies to meet corporate governance obligations to comply with all legislative, statutory and regulatory requirements

Procurement and Contract Management
Contract Management:
Develops a contract management policy, criteria and performance management with FM Service Providers
Estates Management Policy:
Evaluates the coherence and fitness for purpose of estates management policies to deliver the strategy and meet legislative requirements.
Security and Information Assurance Strategy:
Leads the development and implementation of a Security Improvement Plan and Information Assurance strategy.

Leadership and Management
Project Management:
Directs and sponsors multiple facilities management projects, managing project relationships, interdependencies and risks.
People Management:
Provides strategic motivational leadership to people development and influence corporate culture, values and behaviours.
Change Management:
Promotes the vision and leads strategic change and manages the impact on facilities management.

Business Support Services Management
Service Innovation:
Forecasts trends and facilities management market opportunities, encouraging creativity and embedding innovation within service provision
Identifies and exploits value-creating opportunities for innovation in facilities management products and services.
Managing Service Delivery:
Creates an operational plan to manage the delivery of a portfolio of facilities management services

Essential:
Proven track record of leading teams at a senior level
Financial management skills
Project management skills and experience
Extensive experience of working within an Estates environment at a senior level
Experience of developing and implementing strategies
Experience of managing outsourced contracts, services and external resource providers, including tender and managing project budgets.
